Who they are

The FEMA Agent is the quarantine officer at the door. Yellow open-face hazmat, a PMK-2 gas mask, a rifle on the shoulder. He does not ask to sleep in the house. Each visit he takes one guest away for tests, and the player's objection does not cancel the order. Early on he is procedural. Later visits get sharper and he takes more. That escalation is the character article's account of the week, not a guest-file tell.

He is not FEMA Wife. She is a randomized office guest with her own sign contrast. He is also not Man in Hazmat, the guaranteed human in an incomplete suit who shows up from night 7 with an embassy number. Mixing those three is how players shoot the wrong yellow outfit.

Welcome to FEMA is the ending that cooperates. Disfigured Firefighter brings a notice on night 7, and the endings data ties him to that finale and to achievement ach_40. The spoke page is Welcome to FEMA. Several guests can be handed notices. The achievement Hot Potato is specifically giving a notice to a Visitor. The agent is the person those papers are about, not a paper himself.

The Delivery Man, listed only on the hub, mentions a coworker the agency took. That cameo is why his thin article points here. It does not add a second FEMA boss.
